ADU builder marketing for the Bay Area

The highest ADU adoption in California, the two most sophisticated municipal programs in the state, and the most expensive clicks in the country. All three of those facts matter to your budget.

The market

The most mature ADU market in California, and the least forgiving budget

Start with the thing most agencies would leave out. We are based in Southern California. That does not affect where your business shows up, because the local pack ranks your business profile rather than ours, and it never ranks an agency. But you should hear it from us rather than work it out later.

What brings us up here is that the Bay Area is not a marginal ADU market. It is the most developed one in the state. San Francisco and San Jose run the two most sophisticated municipal ADU programs in California, and the ordinance detail on this page is the densest in our whole build. Our ADU marketing approach does not change with the postcode, but the material a builder has to be fluent in absolutely does.

Then the hard part. These are the most expensive clicks in the country, and the build costs are the highest too. A campaign structure that survives in Riverside will not survive here. The break-even model further down is the most important block on the page for that reason: run it before you spend anything, because the ceiling this market demands is higher than most builders assume theirs is.

One decision outranks everything else here

In San Francisco a homeowner must choose between the Local Program and the State Program, and the two cannot be combined. Choosing the Local Program with a waiver means recording an agreement on title that places the new unit under rent control permanently. That is not a permitting detail. It is a decision about the asset, made once, and a builder who cannot explain it should not be taking the deposit.

What actually differentiates a builder here

Fluency, and the ability to prove it before anyone pays anything. This market has sophisticated owners, many of them holding multifamily property, who have already read more about ADU law than most contractors have. The pitch that works is the one that tells them something they did not know.

There is plenty available. The program choice in San Francisco. The tenant notice sequence that has to happen before an application can even be filed. The fact that San Jose publishes its preapproved plan vendors by name with contact details, which turns a plan submission into a permanent municipal lead source.

The signature block

Three cities, side by side

Read the state floor first. California preempts most of what a city can do here. Everywhere in this cluster: no minimum lot size, at least 4 feet of side and rear setback for new detached construction, conversions of legally established structures exempt from those setbacks, no replacement parking when a garage is converted or demolished, parking waived within a half mile walking distance of transit, no owner-occupancy on a standard ADU, no development impact fees under 750 square feet, a 15 business day completeness check and a 60 day ministerial decision, with 30 days for a qualifying preapproved plan. Multifamily lots carry up to eight detached units capped at the number of existing primary units. As of January 2026 every city must publish a preapproved ADU plan catalogue online, so if a department tells you it has none, that is worth pushing on.

Local layer only. The state floor above applies in all three. Compiled from published state code, San Francisco Planning and SF.gov program material, and the City of San Jose preapproved ADU program pages. Verified August 2026. General information for contractors, not legal advice. The San Francisco rent control material in particular carries real owner liability, so route owners to the Rent Board and to their own counsel rather than advising them yourself.
City Program structure Local friction Where projects stall Marketing angle that lands
San Francisco Two programs, and they cannot be combined. The State Program is the standard ministerial track. The Local Program is built for units inside existing buildings and can waive Planning Code requirements including density, rear yard, open space, exposure and parking. Local Program capacity scales with the building: one unit where there are four or fewer legal units, more where there are five or more, and no cap on projects going through mandatory or voluntary seismic retrofit. A Local Program waiver requires recording a Costa-Hawkins agreement, which places the unit under the city Rent Ordinance permanently. Units added to a building whose rentals are already covered fall under it regardless. Five departments touch the file, and a screening form comes before submittal. ADUs are ineligible for short-term rental. Tenant housing services. Converting a garage, laundry or storage area that forms part of a tenancy requires just cause, and building an ADU is not just cause. Owners must serve tenants a notice and a sworn declaration at least 15 days before applying, and Planning will not approve until the Rent Board has transmitted its determination. Lead with the program choice. It is the highest-stakes question in the market, most owners have never heard it framed as permanent, and answering it correctly is the entire consultation.
San Jose Standard state framework plus a mature preapproved program with a dedicated city review team. Vendors submit non-site-specific master plans against published bulletins, and approved plans go on a public list. The city has also opted in to separate condominium sale of ADUs. Eligibility screens apply: the parcel must clear the universal checklist, must not need a fire variance, and must not carry an open code enforcement violation. Any modification to a preapproved plan voids the expedited status and drops the project back into standard review. Incomplete submittals, which the city states plainly it will not process, and the water flow letter, which owners request too late and utilities take weeks to return. Get on the vendor list. The city publishes approved plan providers with names, websites and contact details. That is a municipal directory listing that generates enquiries indefinitely at no media cost.
San Mateo Standard state framework. Note the distinction between the city and the wider county, which runs its own countywide ADU resource centre and plan gallery serving multiple jurisdictions. Smaller department and smaller inventory than the two anchors, with the usual peninsula constraints of older stock, tight lots and utility capacity. Owners assuming a plan approved in one jurisdiction transfers to the next. Approval is generally tied to the jurisdiction that issued it. The county resource centre sends people looking for a builder. Be findable there and in the plan galleries rather than only in the auction.

Three conditions, one cluster

The three things that decide
whether a Bay Area lot works

Two of these are about the building's tenancy rather than the parcel, which is unusual and is why generic ADU creative underperforms here. The third is a product opening next to yours.

Condition 01

The program decision

San Francisco owners pick a lane once. The Local Program unlocks waivers and, in multi-unit buildings, real capacity, but a waiver comes with a recorded agreement placing the unit under rent control for good. The State Program keeps the unit out of city rent stabilisation by the approval itself but gives up the waivers. They cannot be mixed on one project.

Every San Francisco project with an existing building on it.

Condition 02

Occupied buildings

If tenants use the garage, the laundry or the storage, that is a housing service, and removing it takes just cause. Building an ADU does not qualify. A notice and a sworn declaration go to every unit, including vacant and unauthorised ones, before an application is filed, and the Rent Board has to weigh in before Planning will approve. Getting this wrong exposes an owner to serious damages.

Tenant-occupied San Francisco stock, which is most of it.

Condition 03

Transit corridors

State transit-oriented housing legislation took effect in July 2026 across the counties covering all three of these cities, overriding local height and density limits near major transit stops. That is not ADU law, but it is a larger adjacent product landing in the exact market where your ADU customers own property.

No figure asserted, nothing to go stale

What a Bay Area click
is worth to you

This block matters more here than anywhere else in our build, because these are the most expensive clicks in the country and a builder who guesses at the ceiling finds out the expensive way. We will not quote you a range. Put your own economics in and get your own number.

Your economics

Defaults are round starting points, not benchmarks. Replace every one of them with your own measured figures. A San Francisco interior conversion under the Local Program and a San Jose detached preapproved unit are different businesses and belong in separate runs.

Your ceiling

Break-even cost per click
$0
Acquisition budget per signed build
$0
Max cost per enquiry
$0
Clicks per signed build
0
Enquiries per signed build
0

Everything computes from what you typed. Nothing is stored or sent anywhere. If your measured cost per click sits above that ceiling, the fix is the conversion rate rather than the bid, and in this market it usually is. Take the cost-per-enquiry figure to the max CPL calculator to sanity check it across channels, and see what ADU builder leads cost for how the channels compare before you commit a budget.

Twenty minutes, no tools to buy

Audit your own competition

We run this for every account we take on. Both sources are free and public, and there is no reason you cannot do it yourself this afternoon.

Count who is actually there

Open the Meta Ad Library and the Google Ads Transparency Center, filter to each city in turn, and search your category terms. Write down how many advertisers are running right now, not how many businesses exist. This is the most crowded ADU auction in the country, so expect the number to be large and the long-running ads to be few.

Read the preapproved vendor lists as a competitor map

Specific to this cluster and free. San Jose publishes its approved and pending plan vendors with names, websites and contacts. That is a list of the firms who have committed to this market, ranked by whether they finished the process.

Cross-reference it against your advertiser count. Firms on the list and not in the auction are winning enquiries without paying for them, which tells you what the listing is worth.

Check who explains the program choice

Search competitor landing pages for the Local versus State program distinction and for any mention of the recorded rent control agreement. Our expectation is that very few explain it and fewer explain it accurately.

If that holds when you check, the most consequential question in the market is going unanswered, and answering it is a positioning strategy rather than an ad.

Slot: live competitive snapshot.
Once you have run the teardown, replace this box with the real figures and two or three screenshots.
Active advertisers by city, date counted, how many appear on the preapproved vendor lists, and how many address the program choice.
The page publishes and ranks without it. It converts better with it, because in a market this sophisticated a real competitive read is the proof that you belong here.

Where the volume actually is

Four campaigns, not one

  • San Francisco multi-unit buildings

The highest-value work in the cluster and the hardest to execute. Local Program capacity scales with the number of legal units, and seismic retrofit projects carry no cap at all. This is a campaign aimed at building owners, not homeowners, and it is won on program fluency and tenant-notice competence rather than on design.

  • San Jose preapproved detached

The volume engine. Standardised plans, a dedicated review team and the possibility of same-day permit issuance on a clean, complete submittal. Advertise the timeline and qualify hard on the eligibility screens first, because a fire variance or an open code violation ends the expedited route.

  • The vendor listing play

Not a campaign, a channel. Get your own plan through the preapproved process and onto the published list. It costs review time rather than media budget, it puts your name and contact details on a municipal page, and it produces enquiries no competitor can outbid you for.

  • Peninsula and San Mateo county

Thinner than the two anchors and served by a countywide resource centre that homeowners actually use. Be present in the plan galleries and the resource listings rather than only in the auction, because in this part of the cluster the referral path costs less than the click.

Bay Area questions

Straight answers

You are in Southern California. Why would I hire you up here?

Fair question and we will not dress it up. The local pack ranks your business profile, not ours, so an agency's address has no bearing on where you show up. That is true everywhere and it is why agencies who imply otherwise are selling something.

What you are actually buying is campaign structure, intake, tracking and bid discipline, none of which are geographic. What we do not have here is a decade of local relationships, and if your growth plan depends on those more than on paid acquisition, say so on the call and we will tell you straight whether we are the right fit.

What is the Local versus State program decision, in one paragraph?

In San Francisco a homeowner picks one and cannot combine them. The Local Program is built for units inside existing buildings and can waive Planning Code requirements like density, rear yard, open space and parking, and on larger buildings it unlocks real unit capacity. The price is that a waiver means recording an agreement that puts the unit under the city Rent Ordinance permanently. The State Program keeps the unit out of city rent stabilisation by the approval itself, but you give up the waivers.

Which is right depends entirely on the owner's plans for the asset. It is not a question a builder should answer alone, and owners should be routed to the Rent Board and to their own counsel. Being the builder who raises it first is the point.

Why do San Francisco projects on tenanted buildings take so long to start?

Because a sequence has to happen before an application can even be filed. If tenants use the garage, laundry or storage you plan to convert, that is a housing service, and removing it requires just cause. Building an ADU does not count as just cause.

The owner has to serve every unit, including vacant and unauthorised ones, with a notice and a sworn declaration at least 15 days ahead, file with the Rent Board, and wait for the Board's determination before Planning will approve. Builders who plan around that sequence look competent. Builders who discover it in month two look like the reason the project slipped.

Is it worth getting a plan onto the San Jose preapproved list?

For anyone building detached units in that market, yes, and it is the best return on non-media effort available in this cluster. The city reviews non-site-specific master plans from vendors against published bulletins and lists the approved ones publicly with contact details.

You get a municipal page carrying your name, a faster permit path to sell against, and enquiries that arrive without an auction. Confirm the current submittal requirements before you start, because the process has real documentation standards and the city is explicit that it will not process incomplete work.

Are the clicks here simply too expensive?

They are the most expensive in the country, and that is exactly why the break-even model above is the block to run first. Contract values are also the highest in the country, so the ceiling is higher than in any other market we cover. Whether it clears depends on your conversion rates, not on the headline click price.

What we would push back on is entering this market with a low share of gross profit allocated to acquisition and hoping the auction cooperates. It will not. Either the numbers support a real budget or the market is not for you yet, and the model will tell you which inside a minute.

Do you work with more than one ADU builder in the Bay Area?

No. One builder per cluster. Two clients here would mean bidding one budget against another in the most expensive auction in the country and splitting the same enquiries between them.

If the Bay Area is taken when you call, we will tell you on the first call rather than after the invoice. Speed matters more than most builders expect in this category, and the missed-call calculator puts a year's number on the enquiries that go unanswered.
