ADU builder marketing for Coastal Orange County

Four cities that share a coastline and nothing else. One of them fought the state over whether it had to allow ADUs at all, and a large part of this market still believes it won.

The market

The cheapest demand here is demand that thinks it is not allowed

Most regional marketing problems are competitive. You want a homeowner who is already shopping, and so does everyone else, and the auction sorts it out. This cluster has a different and much better problem: a large number of people who would buy an ADU have concluded they cannot have one, and they are wrong.

They are wrong for two distinct reasons in two distinct parts of the cluster, and each one is a campaign. Our ADU marketing approach normally starts by splitting a cluster by jurisdiction. Here it starts by splitting it by which false belief the homeowner is carrying.

False belief one: Huntington Beach banned ADUs

In February 2023 the Huntington Beach council did vote to stop processing ADU and lot-split applications. The state sued within about two weeks. By late March the council had reversed itself and resumed processing. That was three years ago, and the city has lost every subsequent appeal on the wider housing dispute, including at the state and federal supreme courts.

ADU applications in Huntington Beach are processed. But the ban made national news and the reversal did not, so a meaningful share of the city still believes otherwise. That is a homeowner who stopped researching in 2023, still owns the lot, and has heard nothing since.

False belief two: my HOA will not let me

Irvine is built almost entirely as master-planned villages under association governance, and a large share of Newport Beach sits under one too. The near-universal assumption is that the association decides.

It does not. State law bars a homeowners association from prohibiting or unreasonably restricting an ADU on a single-family lot. And the stronger point, which almost nobody states correctly: the state housing department's own handbook says a city may not let an association into the ministerial approval at all. An association can still enforce reasonable design standards as a private contractual matter. It cannot be a gate in the permit.

Two campaigns nobody is running

Correcting a false belief is the cheapest conversion available, because the homeowner is not comparing you against three competitors. They are hearing something new. Neither of these messages requires you to outbid anyone, and neither is currently being said in this market.

Underneath all of that, the four cities are genuinely different businesses. Santa Ana carries the volume on the oldest and densest stock in the cluster. Newport carries the ticket. Irvine is newer, tighter and association-governed. Huntington Beach sits in between with a coastal overlay and a reputation problem worth more than it costs to fix.

The signature block

Four cities, side by side

Read the state floor first. California preempts most of what a city can do here. Everywhere in this cluster: no minimum lot size, at least 4 feet of side and rear setback for new detached construction, conversions of legally established structures exempt from those setbacks, no replacement parking when a garage is converted or demolished, parking waived within a half mile walking distance of transit, no owner-occupancy requirement on a standard ADU, no development impact fees under 750 square feet, a 15 business day completeness check and a 60 day ministerial decision. Multifamily lots carry up to eight detached units capped at the number of existing primary units. Local standards must permit at least an 800 square foot unit at 16 feet. Approval must be ministerial, which is why no third party, including a homeowners association, may be given a role in it. The Coastal Act is the one thing state ADU law does not override.

Local layer only. The state floor above applies in all four. Compiled from published state code, the state housing department ADU handbook, and Attorney General and appellate records in the Huntington Beach housing litigation. Verified August 2026. Confirm per parcel, and confirm current adopted size and height caps before printing a number in an advertisement.
City Position on ADUs Local friction Where projects stall Marketing angle that lands
Santa Ana Standard state framework, processed through the city's own building department. No local bonus and no coastal zone. Densest and oldest stock in the cluster on modest lots. Constraints are physical and utility-driven rather than regulatory. Sewer laterals, panel capacity, and narrow lots with alley access. Also the largest pool of pre-2020 unpermitted units in the cluster. Conversions, legalization, and Spanish-language advertising. The volume is here and the auction is a fraction of what English-language coastal terms cost.
Huntington Beach Processed, and has been since March 2023. The February 2023 council decision to stop processing ADU and lot-split applications was rescinded weeks later after the state sued. The wider housing element dispute continues and the city has lost it at every level, but ADU processing is not what is being litigated. Coastal zone across a large part of the city. The city's general permitting authority remains court-limited pending compliance, which is a live consideration on anything larger than an ADU. Homeowner belief, more than process. A share of this market stopped researching in 2023. Say plainly that ADUs are permitted and being approved. It is accurate, it is news to a lot of people, and no competitor is saying it.
Irvine Standard state framework. Efficient department. Short-term rental of an ADU is not permitted here, so any pitch built on nightly income does not apply. Association governance almost everywhere. An association may set reasonable design standards, but it cannot prohibit an ADU, and the city cannot route ministerial approval through it. Design review running in parallel with permitting, and newer compact lots where fit rather than permission is the binding constraint. The association question, answered correctly and up front. Offer a design package formatted for architectural review and the objection disappears.
Newport Beach Standard state framework with a local ordinance that sets its own size and height caps above the state floor. Confirm the current adopted figures rather than quoting a remembered one. Coastal zone throughout, a large share of properties under association governance, and very small lots on the island and peninsula. Coastal review, association design approval, and engineered structural drawings, which coastal seismic conditions make a practical requirement on detached units. Highest ticket in the cluster. Compete on coastal and association competence, never on price per square foot.

Three conditions, one cluster

The three things that decide
whether a coastal OC lot works

Two of these are objections rather than obstacles, which is the whole opportunity in this market. Handle them in the ad and they stop costing you consultations.

Condition 01

Association governance

State law prevents an association from prohibiting or unreasonably restricting an ADU on a single-family lot, and the state handbook goes further: a city may not give an association or its agents a role in the ministerial approval, because that would import a discretionary step the statute does not allow. Design standards remain enforceable privately. A veto does not exist.

Most of Irvine, a large share of Newport Beach, and pockets of Huntington Beach.

Condition 02

Coastal zone

Newport Beach and much of Huntington Beach sit inside it, and a coastal permit runs alongside the building permit. Recent state changes put the coastal decision on the same 60 day clock as the ADU permit itself with no public hearing required, which is a materially better story than the coastal reputation in this county suggests.

Newport Beach throughout, coastal Huntington Beach, and the island and peninsula lots.

Condition 03

Lot geometry and stock age

The four cities sit at opposite ends of this. Santa Ana is old, dense and full of detached garages, which is conversion and legalization territory. Irvine and much of Newport are newer and tighter, where a detached unit is a fit problem before it is anything else. One creative set cannot speak to both.

Santa Ana on one end, Irvine and the Newport island lots on the other.

No figure asserted, nothing to go stale

What a coastal OC click
is worth to you

We are not going to quote you a cost-per-click range for this market, because the number moves and a stale benchmark is worse than none. Here is the useful version instead: your own ceiling. This cluster spans Santa Ana conversions and Newport new builds, so model them separately rather than blending them into one average that describes neither.

Your economics

Defaults are round starting points, not benchmarks. Replace every one of them with your own measured figures. A Santa Ana garage conversion and a Newport detached new build belong in two separate runs of this model.

Your ceiling

Break-even cost per click
$0
Acquisition budget per signed build
$0
Max cost per enquiry
$0
Clicks per signed build
0
Enquiries per signed build
0

Everything computes from what you typed. Nothing is stored or sent anywhere. If your measured cost per click sits above that ceiling, the fix is the conversion rate rather than the bid. Take the cost-per-enquiry figure to the max CPL calculator to sanity check it across channels, and see what ADU builder leads cost for how the channels compare before you commit a budget.

Twenty minutes, no tools to buy

Audit your own competition

We run this for every account we take on. Both sources are free and public, and there is no reason you cannot do it yourself this afternoon.

Count who is actually there

Open the Meta Ad Library and the Google Ads Transparency Center, filter to each city in turn, and search your category terms. Write down how many advertisers are running right now, not how many businesses exist. Repeat monthly, because an ad that has run for eight months is telling you it works.

Check whether anyone is answering the two objections

Specific to this cluster. Search every competitor's Huntington Beach and Irvine creative and landing copy for two things: whether they say ADUs are permitted in Huntington Beach, and whether they address associations at all.

Our expectation is that almost none of them do either. If that holds when you check it, you have two uncontested messages in a county where everything else is contested.

Check the language split in Santa Ana

Run the same category searches in Spanish and compare advertiser counts against the English equivalents. In a market this size the gap is usually large, and it is the cheapest inventory anywhere in this cluster. Then check whether the few advertisers running Spanish creative are sending traffic to an English landing page, because most do.

Slot: live competitive snapshot.
Once you have run the teardown, replace this box with the real figures and two or three screenshots.
Active advertisers by city, date counted, how many address the association question, and the English against Spanish advertiser split in Santa Ana.
The page publishes and ranks without it. It converts better with it, because a screenshot of what four competitors are not saying is the strongest proof on the page.

Where the volume actually is

Four campaigns, not one

  • Santa Ana conversions and legalization

The volume engine of this cluster. Garage conversions, junior units and legalization of pre-2020 unpermitted stock, advertised in Spanish as well as English against a fraction of the coastal auction price. Modest contracts, fast decisions, and referral behaviour that compounds in dense neighbourhoods.

  • Huntington Beach correction campaign

One message: ADUs are permitted here and have been for three years. Aimed at homeowners who stopped researching during the ban and have heard nothing since. This is dormant demand rather than contested demand, which makes it the cheapest segment on this page.

  • Irvine association campaign

The objection is the offer. Lead with the fact that an association cannot prohibit an ADU, then remove the remaining friction by packaging drawings for architectural review as part of the service. Competitors treat the association as a reason to disqualify the lead. Treat it as the reason they chose you.

  • Newport high ticket

Coastal parcels, island and peninsula lots, association design review and engineered structural work. Few enquiries, large contracts, and a genuine competence barrier that keeps the auction thin. Never compete here on price per square foot.

Coastal Orange County questions

Straight answers

Are ADUs actually allowed in Huntington Beach?

Yes. The council voted in February 2023 to stop processing ADU and lot-split applications, the state sued within about two weeks, and the council reversed itself in March 2023 and resumed processing. That is where it has stood ever since.

The city is still in a broader dispute with the state over its housing element, and it has lost that at every level including the state supreme court and a refused federal appeal. But ADU processing itself is not what is being fought over any more. Keep your copy on ADUs specifically rather than on the wider argument, and re-check before running a claim, because the case is still live.

Can an HOA stop my customer from building an ADU?

No, and the answer is stronger than most builders realise. State law prevents an association from prohibiting or unreasonably restricting an ADU on a single-family lot. Separately, the state housing department's handbook is explicit that a city may not allow an association or its agents into the ministerial approval process, because that would add a discretionary step the statute does not permit.

What an association can still do is enforce reasonable design standards privately, as a matter of its own governing documents. So the practical answer is that the association is a design conversation, not a permission one. Building that conversation into your service is the whole Irvine campaign.

Is Santa Ana worth advertising in if the tickets are smaller?

It is the volume engine of the cluster, and the arithmetic usually favours it. Smaller contracts against much cheaper clicks and faster decisions can produce a better cost per signed contract than a coastal campaign does, which is exactly why the break-even model above should be run separately for each.

The Spanish-language auction here is also consistently thinner than the English one. If you can serve those customers properly, including the landing page and the intake, that is the cheapest inventory in the cluster.

Does the coastal zone make Newport and Huntington Beach not worth it?

No, and the reputation is worse than the reality now. The coastal decision for an ADU runs on the same 60 day clock as the ADU permit and does not require a public hearing. It adds process, not uncertainty.

What genuinely raises the cost on these lots is site work: small parcels, engineered structural drawings and association design review. Those are reasons to charge properly, not reasons to avoid the market.

How much should I be paying for a click in this market?

We will not quote you a range, because it moves and a stale number is worse than none. Run the model above with your own contract value, margin and conversion rates and you get your own ceiling, which is the only figure that matters.

Then compare it to what you are actually paying. If your cost per click sits above the ceiling, the answer is almost always the enquiry-to-contract stage rather than the bid. Channel comparisons are in what ADU builder leads cost.

Do you work with more than one ADU builder in Coastal Orange County?

No. One builder per cluster. Two clients here would mean bidding one budget against another and splitting the same enquiries between them.

If this market is taken when you call, we will tell you on the first call rather than after the invoice. Speed matters more than most builders expect in this category, and the missed-call calculator puts a year's number on the enquiries that go unanswered.
