ADU builder marketing for the Conejo Valley
Two counties, four cities, and two communities that are not cities at all. Knowing which counter a parcel belongs to is worth more here than any creative you could write.

The market
Six answers to one question, and half your competitors get it wrong
The Conejo Valley reads as one place. It is not. Thousand Oaks and Newbury Park sit in Ventura County. Westlake Village, Agoura Hills and Calabasas sit in Los Angeles County. Newbury Park is not a city at all, it is part of Thousand Oaks. Oak Park is not a city either, it is an unincorporated pocket permitted by Los Angeles County while being surrounded by neighbours who have nothing to do with that county.
So a homeowner asking what they can build gets a genuinely different answer depending on which side of an invisible line their driveway sits on. Our ADU marketing approach splits by jurisdiction everywhere. Here that split is not an optimisation, it is the product.
Most of this cluster sits in or beside high and very high fire hazard severity zones, which brings fuel modification, fire department review and hardened construction. It is also where local restriction has been formally challenged. One city here wrote its fire zone status into the purpose of its ADU ordinance and used it to cap units per site, and the state issued written findings on that ordinance. The largest city in the cluster received its own findings in September 2025.
We are not telling you any ordinance here is void today, and this is not legal advice. Cities amend, and findings get cured. What we are telling you is that a fire-zone refusal in this valley is a claim worth checking rather than a fact to accept, and that no competitor in this market is checking.
What actually differentiates a builder here
Two things, and neither is design. First, answering the jurisdiction question correctly and instantly from an address, including for the two communities that are not cities. Second, being fluent in the fire layer: what fuel modification actually costs, when the fire department gets pulled in, and what hardened construction does to a quote.
There is a third and smaller one worth knowing because it surprises homeowners. A newly constructed detached unit generally has to carry a photovoltaic system under the state energy code, though it can usually be added to an existing array on the main house. Builders who raise that early look prepared. Builders who raise it at contract look like they are adding cost.
The signature block
Six jurisdictions, side by side
Read the state floor first. California preempts most of what a city can do here. Everywhere: no minimum lot size, at least 4 feet of side and rear setback for new detached construction, conversions of legally established structures exempt from those setbacks, no replacement parking when a garage is converted or demolished, no owner-occupancy on a standard ADU, no impact fees under 750 square feet of interior livable space, a 15 business day completeness check and a 60 day ministerial decision with no hearing. Multifamily lots carry up to eight detached units capped at the number of existing primary units, which preempts the lower local caps several cities in this cluster still have printed. A local agency cannot impose a deed restriction on an ADU, and an adopted ordinance that missed its submission deadline to the state housing department, or whose findings went unanswered, is null and void with only State ADU Law applying.
| Jurisdiction | Approval path | Local friction | Where projects stall | Angle that lands |
|---|---|---|---|---|
| Thousand Oaks | Ventura County city, largest in the cluster. Ministerial approval with no hearing, and city preapproved architectural plans giving the fastest route. A site-specific plan is still required on top of the preapproved set. | Received state findings in September 2025 on its adopted ADU ordinance, including on providing for all the ADU and JADU combinations the statute describes. Hillside and open space overlays, plus wildland interface across much of the city. | Septic parcels, where adding a unit can force a system upgrade, and grading and drainage on slope. | Largest inventory here. Lead with the preapproved timeline and qualify on septic and slope at intake. |
| Newbury Park | Not a separate city. It is part of Thousand Oaks and permits through Thousand Oaks, on the same ordinance and the same counter. | Same as Thousand Oaks, weighted toward the wildland edge and the Santa Monica Mountains boundary. | Builders and homeowners treating it as its own jurisdiction and searching for rules that do not exist. | Target the name in ad copy, because residents identify with it, then answer with the Thousand Oaks process. |
| Agoura Hills | Los Angeles County city with its own preapproved plan set: studio, one-bedroom and two-bedroom options in several architectural styles. | State findings issued on its ADU ordinance, including on its treatment of junior units in attached garages and on limiting units per site by reference to very high fire hazard severity zone status. County fire review is triggered where any part of the unit sits more than 150 feet from the street property line, and fuel modification may be required. | Deep lots, where that 150 foot trigger pulls the fire department into a project nobody expected it on. | Measure the setback from the street before quoting. It is a two-minute check that changes the timeline. |
| Westlake Village | Small Los Angeles County city that points homeowners at the county's preapproved standard plans for garage conversions and junior units rather than running a large programme of its own. | Heavy association coverage across the master-planned areas, and a small department relative to the ticket sizes involved. | Association design review running alongside permitting, and owners assuming the association can refuse. | Conversions using the county plans. It is the cheapest defensible quote available in this city. |
| Calabasas | Los Angeles County city with strong design expectations and considerable scrutiny of how additions read from the street. | Hillside throughout, very high fire hazard exposure, and dense association coverage across the gated communities. | Design and access rather than entitlement. Steep driveways and fire apparatus access decide these lots. | Highest ticket in the cluster. Sell design quality and fire competence, never price per square foot. |
| Oak Park | Not a city. Unincorporated Los Angeles County, so it permits through the county rather than through any of its neighbours, several of which are in a different county entirely. | County process, county fire, county preapproved plan catalogue, and association coverage across most of the community. | Builders booking the wrong counter. This is the single most expensive avoidable error in the cluster. | Say plainly that you permit through the county here. Residents have been misquoted before and they remember. |
Three conditions, one cluster
The three things that decide
whether a Conejo lot works
Every one is answerable from an address before anyone gets in a truck, which makes them intake questions. In a cluster this jurisdictionally messy, intake is where the margin is.
Which county, which counter
Four cities across two counties, one community inside a city, and one unincorporated pocket permitted by a county its neighbours do not sit in. Get it wrong and you lose a fortnight before anything is reviewed, in front of a homeowner who will conclude you do not know the area. Confirm it from the address, never from the postal town.
Ventura County for Thousand Oaks and Newbury Park. Los Angeles County for the rest, with Oak Park permitted by the county itself.
Fire, in three separate ways
It shows up as fuel modification requirements in high and very high severity zones, as a fire department review triggered by distance from the street rather than by anything about the building, and as hardened construction standards that move the cost per square foot. Each one is knowable in advance and each one is routinely missed at quoting.
Most of the cluster, with the deepest exposure across Agoura Hills, Calabasas and the Thousand Oaks wildland edge.
Solar, septic and slope
Three cost items homeowners never anticipate. A new detached unit generally carries a photovoltaic requirement under the state energy code, usually satisfiable by extending an existing array. Septic parcels can face a system upgrade once a unit is added. And slope brings grading, drainage and retaining work that a preapproved plan does not cover.
Solar everywhere on new detached. Septic and slope on the rural and hillside margins.
No figure asserted, nothing to go stale
What a Conejo click
is worth to you
We will not quote you a cost-per-click range, because the number moves and a stale benchmark is worse than none. Put your own economics in and get your own ceiling. This is a small, wealthy, low-volume cluster, so the ceiling matters more than the click price does.
Your economics
Defaults are round starting points, not benchmarks. Replace every one with your own measured figures. A Calabasas hillside detached build and a Westlake Village garage conversion belong in separate runs of this model.
Your ceiling
- Break-even cost per click
- $0
- Acquisition budget per signed build
- $0
- Max cost per enquiry
- $0
- Clicks per signed build
- 0
- Enquiries per signed build
- 0
Everything computes from what you typed. Nothing is stored or sent anywhere. In a low-volume cluster the enquiry-to-contract rate carries almost all the leverage, because there simply are not enough enquiries for a weak close to be rescued by volume. Take the cost-per-enquiry figure to the max CPL calculator, and see what ADU builder leads cost for how the channels compare.

Audit your own market
Three checks, all free, and the second one is the cheapest credibility available in this valley.
Count who is actually there
Open the Meta Ad Library and the Google Ads Transparency Center, filter to each place in turn, and count advertisers running now rather than businesses that exist. Run Newbury Park and Oak Park as their own searches even though neither is a city, because that is how residents search for themselves.
Read the ordinance review letters
The state housing department publishes its ADU ordinance correspondence with cities. Look up each of yours and check whether findings were issued and whether they were answered.
In this cluster there is documented correspondence to find, including on the use of fire hazard zone status to limit units. It costs nothing, no competitor is doing it, and it is the most credible thing you can put in front of a homeowner who has already been told no.
Check who names the right jurisdiction
Look at competitor pages targeting Oak Park and Newbury Park and see whether any of them state the permitting authority correctly. Our expectation is that most treat all six as interchangeable local cities.
If that holds, then simply being accurate about which counter a parcel belongs to is a differentiator, which is an unusually cheap one to own.
Slot: live competitive snapshot.
Once you have run the audit, replace this box with the real figures and two or three screenshots.
Active advertisers per place, date counted, current compliance status per city, and how many competitors state the Oak Park and Newbury Park permitting authority correctly.
The page publishes and ranks without it. It converts better with it.
Where the volume actually is
Four campaigns, not one
-
Thousand Oaks preapproved detached
The volume engine. Largest inventory, a city preapproved plan set to quote a timeline against, and enough ordinary flat lots to make a standardised product work. Qualify on septic and slope at intake so the easy ones stay easy.
-
Fire-zone competence
Agoura Hills, Calabasas and the wildland margins. Fuel modification, fire department review and hardened construction are exactly the work most competitors decline to price. Fewer enquiries, better ones, and a genuine barrier protecting the position.
-
The second-opinion campaign
Aimed at owners already told no, particularly where a refusal rested on fire zone status. Given that there is published state correspondence on that exact question in this cluster, an independent read is a real service. These convert well because the alternative the homeowner compared you against was doing nothing.
-
Association conversions
Westlake Village, Oak Park and the gated parts of Calabasas. Garage and interior conversions using county preapproved plans, with the drawings packaged for architectural review as part of the service. The association is a design conversation, not a permission one, and saying so is the whole offer.

Conejo Valley questions
Straight answers
Can a city refuse an ADU because the lot is in a fire zone?
Fire hazard status brings real requirements: fuel modification, fire department review and hardened construction standards. What is less settled is using that status to limit how many units a site may have. One city in this cluster wrote its very high fire hazard designation into the purpose of its ADU ordinance and then capped units per site on that basis, and the state issued written findings on the ordinance.
That is history rather than a ruling about today, cities amend, and this is general information rather than legal advice. The practical point stands: a fire-zone refusal here is worth verifying rather than accepting, and verifying it costs you nothing.
Is Oak Park part of Agoura Hills or Thousand Oaks?
Neither. Oak Park is unincorporated Los Angeles County, so it permits through the county even though Thousand Oaks and Newbury Park next door are in Ventura County entirely. Newbury Park, meanwhile, is not its own city at all and permits through Thousand Oaks.
Two communities, two wrong assumptions, both easy to avoid and both expensive to get wrong. Put the jurisdiction question in your intake script and answer it from the address rather than the postal town.
Does a new detached ADU need solar here?
Generally yes for newly constructed detached units under the state energy code, with limited exceptions for very small structures. In practice it can usually be satisfied by adding capacity to an existing array on the main house rather than building a separate system, which is a much smaller number than homeowners fear.
Confirm against the current code cycle before you quote it, since Title 24 moves. Raise it at the first conversation either way, because discovering it at contract makes an honest cost look like a surprise charge.
Is this cluster big enough to run campaigns in?
It is small and wealthy, which is a specific kind of market rather than a bad one. Volume is low, tickets are high, and there is very little room for a weak close because there are not enough enquiries for volume to rescue you.
Run the break-even model above before committing anything. If your enquiry-to-contract rate is soft, fix that before you buy traffic here, because this is not a cluster where you can outspend a conversion problem.
Do you work with more than one ADU builder in the Conejo Valley?
No. One builder per cluster. Two clients here would mean bidding one budget against another and splitting the same enquiries between them, which in a market this size would be self-defeating for both.
If this market is taken when you call, we will tell you on the first call rather than after the invoice. Speed matters more than most builders expect in this category, and the missed-call calculator puts a year's number on the enquiries that go unanswered.
