ADU builder marketing for San Diego
The most permissive ADU market in California, until it was reined in. If your campaign still runs the pitch that worked in 2024, you are advertising a product the city no longer approves on a large share of lots.

The market
The rules moved under this market and most campaigns did not
For several years San Diego ran the most permissive ADU program in the state. The Bonus program let a builder add income-restricted units on top of the standard entitlement, and on the right parcel that meant a genuinely large project on a single-family lot. Builders raised whole businesses on it. Some found outlier lots and permitted more than a dozen units at one address.
That ended. After a long public process the City Council voted narrowly in the summer of 2025 to cap the program, and the amendments took effect that August. Bonus units on single-family lots are now limited on a sliding scale tied to parcel size, and the program was removed entirely from eight of the lowest-density residential zones except where the parcel sits in a designated high resource area.
Our approach to ADU marketing does not change because a city changed a code. What changes is which offer you can honestly advertise, and in this market that shifted underneath a lot of builders who have not touched a landing page since.
The 2025 amendments took effect outside the coastal zone. Coastal application runs on a separate track and depends on certification by the state Coastal Commission. So La Jolla, Pacific Beach, Mission Beach and Point Loma have not necessarily been operating on the same footing as a parcel four miles inland. Confirm the current position with Development Services before you quote a coastal job, because getting this one wrong is a lawsuit rather than an awkward phone call.
What survived, and why it still matters
The standard entitlement was left alone. Every single-family lot in the city still gets one detached unit of up to 1,200 square feet, one conversion unit, and one junior unit of up to 500 square feet, at four-foot side and rear setbacks with no parking required outside the coastal overlay. That is three units on an ordinary lot without touching the Bonus program at all, and it is a far bigger offer than most homeowners realise they have.
San Diego also adopted the state condo-conversion pathway in 2025, the first city in the county to do it. In a region where entry-level housing is scarce and expensive, being able to tell an owner the unit can eventually be sold rather than only rented is a fundamentally different conversation. Almost nobody is running that ad.
Chula Vista, Encinitas and Coronado are not San Diego
The cluster spans four jurisdictions with genuinely different postures. Chula Vista has no ADU ordinance of its own and defaults to state law, which makes it the most predictable market here. Encinitas has held a certified local coastal program since the mid-1990s and issues its own coastal permits, so coastal projects there behave nothing like coastal projects in the City of San Diego. Coronado sits entirely inside the coastal zone and its ordinance is currently the subject of an open compliance dispute with the state. One campaign across all of that produces a message that is precisely accurate nowhere.
The signature block
Five markets, side by side
Read the state floor first. California preempts most of what a city can do here. Everywhere in this cluster: no minimum lot size, at least 4 feet of side and rear setback for new detached construction, conversions of legally established structures exempt from those setbacks, no replacement parking when a garage is converted or demolished, parking waived within a half mile walking distance of transit, no owner-occupancy requirement on a standard ADU, no development impact fees under 750 square feet and prorated fees above it, and a 60-day ministerial decision on a complete application, with the application deemed approved if the city fails to act. A detached unit built on a qualifying preapproved plan gets 30 days instead of 60. State ADU law now sits at Government Code sections 66310 to 66342, and the state housing department reviews local ordinances against it and publishes its findings. The one thing state ADU law does not override is the Coastal Act, which is why the coastal column below carries most of the variation in this cluster.
| Market | Preapproved plan path | What is distinctive | Where projects stall | Marketing angle that lands |
|---|---|---|---|---|
| San Diego, inland | City program, and it also accepts plans preapproved by Chula Vista, Encinitas and the County. That portability is a genuine speed advantage and almost nobody advertises it. | The Bonus program, post-rollback. Bonus units on single-family lots capped on a sliding scale by lot size, and the program removed from eight of the lowest-density residential zones except in designated high resource areas. | Owners who wanted bonus units and no longer qualify. Also the affordability obligation: bonus units carry restricted rents and ongoing annual compliance reporting that homeowners rarely price in. | Lead with the standard three-unit stack rather than the Bonus program. It is available on almost every lot and carries no income restriction. |
| La Jolla and coastal San Diego | Same city program, but a coastal permit sits on top of the building permit and shapes what a preapproved plan can actually do on the parcel. | A different clock. The 2025 amendments took effect outside the coastal zone. Coastal application depends on state Coastal Commission certification, so the coastal overlay has been running on its own timeline. | Quoting coastal parcels off inland rules. Parking also behaves differently here, because the coastal overlay is carved out of the citywide no-parking position. | A coastal-specific landing page. Homeowners in La Jolla and the beach communities have been told no by two builders already and will pay for someone who knows the overlay. |
| Chula Vista | Its own preapproved plan set, and those plans are accepted by the City of San Diego as well, which widens their usefulness considerably. | No local ADU ordinance. The city defaults to state law, which makes it the most predictable jurisdiction in the cluster. Four-foot side and rear setbacks, six feet of separation between the unit and the primary dwelling. | Soils reports, required by default. A waiver is possible for a single-story detached unit on natural or cut grade with the specified footing and slab depth. Plans must be submitted digitally. | Predictability and volume. This is the cluster's affordability market, so lead on total cost and timeline rather than on design. |
| Encinitas | A permit-ready program with preapproved designs, plus an established route for designers to get their own plans preapproved by the city. | Its own coastal authority. The city has held a certified local coastal program and issued its own coastal permits since the mid-1990s, and the coastal permit is processed alongside the building permit rather than separately. | Timeline drift. Standard permits commonly run a couple of months; coastal review and revisions push that toward four to six. Septic capacity is a live cost item on older parcels. | Say the coastal timeline out loud instead of hiding it. A builder who quotes six months and delivers beats one who quotes ten weeks and does not. |
| Coronado | Confirm current program status directly with the city. Do not publish a fast-path claim here while the ordinance is under amendment. | Ordinance under state findings. The entire city sits inside the coastal zone. The state housing department found its ADU ordinance out of compliance on 31 points in December 2025, and the city conceded most of them in February 2026. | Moving goalposts, plus lot size. The city held its position on counting ADU floor area against the property's ratio limit, citing an appellate decision in its favour, so that point remains contested. | Low volume, very high ticket. Do not buy broad traffic. Position on process certainty and avoid publishing specific size or unit-count claims that may be amended out from under you. |
Three live variables
What is actually moving right now
If you sell in this market you need to explain all three to a homeowner in ninety seconds without checking. It is also the fastest credibility test a prospect will run on you, because a good share of them have already read a news story about at least one.
The Bonus rollback
Bonus units on a single-family lot are now limited on a sliding scale tied to parcel size, which closed the loophole that produced permits for a dozen or more units at one address. The program was also removed from eight of the lowest-density residential zones unless the parcel falls in a designated high resource area. That combination quietly disqualifies part of every incumbent builder's prospect list.
Check the zone and the resource designation together, at parcel level.
The coastal certification gap
The reform package took effect outside the coastal overlay. Inside it, application waits on certification by the state Coastal Commission. One city, two effective rulesets, for as long as that gap stays open. Parking is the clearest example: the citywide no-parking position is carved out inside the overlay.
La Jolla, Pacific Beach, Mission Beach, Ocean Beach, Point Loma.
Coronado compliance
The state housing department found the city's ADU ordinance out of compliance on 31 separate points in December 2025. The city conceded the majority in February 2026 and committed to bringing amendments, while declining on the floor area ratio question and citing an appellate decision it won. Anything you publish about Coronado limits should carry a date.
Revisit before any Coronado claim goes into an ad.
No figure asserted, nothing to go stale
What a San Diego click
is worth to you
We are not going to quote you a cost-per-click range for this market, because the number moves and a stale benchmark is worse than none. Here is the useful version instead: your own ceiling. Put your economics in, get the most you can pay per click, then compare it to what you are actually paying.
Your economics
Defaults are round starting points, not benchmarks. Replace every one of them with your own measured figures. If you do not know your click-to-enquiry rate, that is the first thing to go and find.
Your ceiling
- Break-even cost per click
- $0
- Acquisition budget per signed build
- $0
- Max cost per enquiry
- $0
- Clicks per signed build
- 0
- Enquiries per signed build
- 0
Everything computes from what you typed. Nothing is stored or sent anywhere. Run it twice here, once on a standard three-unit project and once on a coastal build, because the contract values and the close rates are not the same business. Take the cost-per-enquiry figure to the max CPL calculator to sanity check it across channels, and see what ADU builder leads cost for how the channels compare before you commit a budget.

Audit your own competition
We run this for every account we take on. It is not proprietary and there is no reason you cannot do it yourself this afternoon. Both sources are free and public.
Count who is actually there
Open the Meta Ad Library and the Google Ads Transparency Center, filter to your cities, and search your category terms. Write down how many advertisers are running right now, not how many businesses exist. Those are very different numbers and the second one is the one everybody quotes at you.
Repeat it monthly. The trend matters more than the snapshot, and a competitor who has been running the same creative for eight months is telling you it works.
Read what they promise
Screenshot every distinct offer. Sort them into buckets: price per square foot, free consultation, financing, turnkey, and timeline. Then check the thing that only matters in this market. How many are still advertising the Bonus program as though nothing changed in 2025.
Every one that is has a credibility problem waiting to happen, and a homeowner who has done any reading will find it.
Check how long each ad has run
Both libraries show start dates. An ad running for months is profitable and worth studying. A wall of ads launched last week is a competitor still guessing, and their bids are about to get less disciplined.
Split the count coastal and inland
Run the search separately for the beach communities and for inland San Diego, then again for Chula Vista and Encinitas. Advertiser density is very uneven across this cluster, and coastal parcels are the ones competitors quietly avoid because the permit reads as unpredictable.
The reality is milder than the reputation, particularly in Encinitas where the coastal permit is folded into ordinary permitting. If you can run coastal work, that gap is the cheapest qualified traffic in the county.
Slot: live competitive snapshot.
Once you have run the teardown, replace this box with the real figures and two or three screenshots.
Active advertisers by city, date counted, and the two most common offer types.
The page publishes and ranks without it. It converts better with it, because a screenshot of a competitor's ad is the one thing on the page that cannot be faked.
Where the volume actually is
Four campaigns, not one
-
The standard three-unit stack
One detached unit, one conversion and one junior unit on an ordinary single-family lot, with no income restriction and no Bonus program involvement. Untouched by the rollback, available almost everywhere, and consistently under-advertised because builders spent two years selling the flashier product.
-
Bonus program, done properly
Still real, still generous by any other city's standard, but now capped by lot size and gone from several zones. This campaign needs a parcel qualifier at the top of the funnel and honest language about restricted rents and annual compliance, or you will sign owners who resent the deal inside a year.
-
Coastal parcels
La Jolla, the beach communities, Encinitas and all of Coronado. Longer timelines, higher tickets, and a permit path most competitors will not touch. Say plainly that you handle it, because the homeowner has already been turned down once.
-
Sell it, do not just rent it
San Diego adopted the condo-conversion pathway in 2025, ahead of the rest of the county. That turns the unit from a rental into a potentially saleable asset, which changes the number the owner is running entirely. The process is involved and not every parcel suits it, so qualify hard, but nobody else is making this argument.

San Diego questions
Straight answers
Is the San Diego Bonus program dead?
No, but it is much narrower than it was. Bonus units on single-family lots are capped on a sliding scale by parcel size, and the program was removed from eight of the lowest-density residential zones unless the parcel is in a designated high resource area.
The practical marketing consequence is that a Bonus campaign now needs a parcel qualifier before anyone books a consultation, because a meaningful share of the addresses that used to qualify no longer do.
Do the 2025 changes apply in La Jolla and the beach communities?
Not on the same timeline. The amendments took effect outside the coastal zone, and coastal application depends on certification by the state Coastal Commission, which runs on its own schedule.
Confirm the current position with Development Services before quoting a coastal parcel. This is the single most expensive thing to get wrong here, and it is also the fastest way to prove to a coastal homeowner that you know more than the last three builders they called.
What should I advertise now that the Bonus program is capped?
The standard entitlement, which nobody touched. An ordinary single-family lot still supports a detached unit, a conversion and a junior unit, at four-foot setbacks and with no parking requirement outside the coastal overlay.
That is a large offer with no income restriction and no ongoing compliance attached, and most homeowners have no idea it exists because the last two years of advertising in this market was about something else.
Is Coronado worth advertising in at all?
Presence yes, heavy budget no. It is a small market with real ticket potential, but the whole city sits in the coastal zone and the ADU ordinance is mid-amendment after the state found it out of compliance on 31 points.
Position on process certainty rather than on specific size or unit-count claims, because the claims may be amended out from under you before the campaign has run a quarter.
Is it worth telling owners they can sell the unit separately?
In San Diego, yes, with care. The city adopted the state condo-conversion pathway in 2025, ahead of the rest of the county, so separate sale is genuinely available here in a way it is not in most of California.
The process involves recordation, separate metering and real cost, so qualify before you promise. But it moves the conversation from rental yield to resale value, which is a much larger number, and no competitor in this market is making the argument.
Is the map pack worth chasing here?
Yes, and it is worth being clear about why. The pack ranks the business profile, not the agency, so where we sit is irrelevant to it. The three levers that move a six-figure ADU enquiry are pack presence, what the landing experience does with the click, and how the bid is set. We work all three, and none of them depend on our address.
Do you work with more than one ADU builder in San Diego?
No. One builder per cluster. Two clients here would mean bidding one budget against another and splitting the same enquiries between them.
If San Diego is taken when you call, we will tell you on the first call rather than after the invoice.
Next step
Thirty minutes.

We will map the current rules across your jurisdictions, count who is advertising against you, and show you where your break-even sits. Then you decide what to do about it.
