ADU builder marketing for the San Gabriel Valley
Old housing and high income in the same cluster, which is rare. Three separate language markets, the most historically designated city in the county, and a rebuild where the ADU gets built first.

The market
The rare cluster with old stock and real money in the same place
Most markets give you one or the other. Old housing with modest income produces conversions at volume and thin tickets. New housing with high income produces large contracts on lots that will not take a detached unit. The San Gabriel Valley gives you both at once, which is why it is the only cluster in our build that is genuinely strong across every vertical we work in.
Pasadena, Arcadia, El Monte, West Covina, Diamond Bar and Glendale span pre-war bungalow belts, mid-century tracts, dense working-class neighbourhoods and hillside estates. Our ADU marketing approach splits every cluster by jurisdiction. Here it also has to split by language and by product, because the same ad cannot speak to a Bungalow Heaven owner and an El Monte owner.
Spanish across El Monte and much of West Covina. Chinese across Arcadia and Diamond Bar. Armenian across a large part of Glendale. Each of those auctions is a fraction of the price of the English equivalent, and most competitors who run non-English ads still send the click to an English landing page and an English-only intake. Doing it properly end to end is the cheapest inventory in this cluster by a wide margin.
The rebuild changes the order of operations
The Eaton Fire in January 2025 destroyed a very large share of the housing north of this cluster, most of it in Altadena. That has produced a rebuild market, and one statutory change has reshaped what a builder can offer inside it.
Normally an ADU cannot receive a certificate of occupancy before the main house has one, because it is legally accessory. An urgency statute effective in October 2025 reverses that for properties in a declared emergency county whose primary residence was damaged or destroyed: a permitted ADU that has passed its inspections can be occupied while the main house is still being designed or built. The accessory unit becomes the first thing built rather than the last.
Handle this segment carefully. These are families who lost homes, and the market has already attracted enough opportunism that homeowners are wary. Do not run urgency creative at disaster victims. What works is plain competence: what the pathway allows, what it costs, how long it takes, and a licence number.
Budget for a slow pipeline, because the constraint here is money rather than demand. Well into the recovery, the large majority of severely damaged properties still showed no visible construction activity, and most surveyed owners were uncertain whether their cover would fund a rebuild at all. Many were on the state insurer of last resort, which routinely pays out well below current rebuild cost.
That has a direct consequence for your model. A high share of these conversations end in not yet rather than no, and they can sit for months before moving. If you set your enquiry-to-contract rate for this segment at the same level as ordinary ADU work, you will justify a budget you cannot sustain. Run it as its own campaign with its own numbers.
What actually differentiates a builder here
Reading the code more carefully than the counter does. Pasadena is the clearest example, and the detail is in the table below. But the general point holds across the cluster: this is a market where design strategy driven by an accurate reading of the ordinance beats both price and renderings.
The signature block
Six cities, side by side
Read the state floor first. California preempts most of what a city can do here. Everywhere: no minimum lot size, at least 4 feet of side and rear setback for new detached construction, conversions of legally established structures exempt from those setbacks, no replacement parking when a garage is converted or demolished, parking waived within a half mile of transit, no owner-occupancy on a standard ADU, no impact fees under 750 square feet of interior livable space, a 15 business day completeness check and a 60 day ministerial decision. One category matters enormously in this cluster: the statute defines a class of exemption unit, broadly the 800 square foot detached unit at 4 foot setbacks and conversions within existing permitted space, on which a city may not impose development or design standards beyond those in the statute itself. That distinction is the key to the historic parcels here.
| City | Approval path | Local friction | Where projects stall | Angle that lands |
|---|---|---|---|---|
| Pasadena | Comprehensive local ordinance adopted 2024, then amended in January 2026 after the state issued findings against it, with a further ordinance reading in mid 2026. Fee reductions adopted in 2025. Standard plans availability changed at the code cycle and is now tied to fire rebuild use. | More designated historic resources than any other city in the county, across dozens of landmark and historic districts. Hillside overlay districts cap detached units below the citywide maximum. Historic parcels carry a rule that a non-exemption unit not be visible from the public right of way. | Owners in historic districts being told, incorrectly, that the visibility rule ends the conversation. | The exemption unit route. The visibility rule attaches to non-exemption units. Build at the statutory exemption size, or convert existing permitted space, and the test does not apply. That single design decision unlocks the most encumbered housing stock in the county. |
| Glendale | Standard state framework through the city, with its own design standards on hillside parcels. | Large lots and a deep mid-century stock, against Verdugo hillside parcels carrying geotechnical work and very high fire hazard severity zone construction standards. | Slope, access and fire hardening on the hillside side of the city. The flats are comparatively clean. | Run the flats and the hillside as two campaigns. Armenian-language advertising here faces very little competition. |
| Arcadia | Standard state framework through the city. | Large lots and high land values, with an established local sensitivity to scale on residential additions. | Design expectations rather than entitlement. Owners here want the unit to look like it belongs. | Highest ticket in the cluster alongside Pasadena. Chinese-language advertising is materially cheaper than the English equivalent. |
| El Monte | Standard state framework through the city. | Densest and oldest stock in the cluster on modest lots. Constraints are physical and utility-driven. | Sewer laterals, panel capacity and narrow lots. Also the largest pool of pre-2020 unpermitted units in the cluster. | Conversions, legalization, and Spanish-language advertising. Volume engine of the cluster on the cheapest clicks in it. |
| West Covina | Standard state framework through the city. | Consistent post-war tract stock with deep lots and detached garages. Few overlays to work around. | Rarely process. Usually funding and homeowner timeline. | Repeatable garage conversions and detached new build. Standardise the product and quote a timeline. |
| Diamond Bar | Standard state framework through the city, with hillside standards on much of it. | Hillside topography, association coverage across newer tracts, and fire hazard exposure on the wildland edge. | Slope and access work, plus association design review running alongside permitting. | Smaller inventory, higher ticket. Multigenerational demand is unusually strong here. |
Three conditions, one cluster
The three things that decide
whether an SGV lot works
All three are answerable from an address before a designer opens a drawing. Two of them are also the reason a competent builder gets chosen over a cheaper one.
Historic designation
The volume of designated property in Pasadena is unlike anywhere else in the county, spread across dozens of landmark and historic districts. The preservation body cannot stop an ADU. It can shape exterior design where the unit is visible from the street, and the local visibility rule attaches only to non-exemption units, which is the whole design strategy.
Bungalow Heaven, Garfield Heights, Madison Heights, Prospect Park and dozens more.
Who issues the permit
The largest rebuild demand in the region sits mostly in Altadena, which is unincorporated county rather than part of Pasadena. Those permits file with the county, on the county's process, against the county's rebuild design standards and its own catalogue of pre-approved plans. Booking a city appointment for a county parcel costs a fortnight in front of a customer who has already lost enough time.
Altadena and several unincorporated pockets between Pasadena, Arcadia and El Monte.
Slope and fire
The northern and eastern edges of this cluster run into hillside and very high fire hazard severity zones, bringing wildland interface construction standards, geotechnical reports and fire access requirements. Cities here also cap detached units lower inside hillside overlays than they do on the flats, so the same design does not travel across one city.

No figure asserted, nothing to go stale
What an SGV click
is worth to you
We will not quote you a cost-per-click range, because the number moves and a stale benchmark is worse than none. Put your own economics in and get your own ceiling. This cluster spans El Monte conversions and Arcadia new builds, so model them separately rather than blending them into an average that describes neither.
Your economics
Defaults are round starting points, not benchmarks. Replace every one with your own measured figures. Run the non-English campaigns separately too, because both the click price and the conversion rate usually differ from the English ones.
Your ceiling
- Break-even cost per click
- $0
- Acquisition budget per signed build
- $0
- Max cost per enquiry
- $0
- Clicks per signed build
- 0
- Enquiries per signed build
- 0
Everything computes from what you typed. Nothing is stored or sent anywhere. If your measured cost per click sits above that ceiling, the fix is the conversion rate rather than the bid. Take the cost-per-enquiry figure to the max CPL calculator, and see what ADU builder leads cost for how the channels compare.

Audit your own competition
Both ad libraries are free and public. In this cluster the language step is the one that pays.
Count who is actually there
Open the Meta Ad Library and the Google Ads Transparency Center, filter to each city in turn, and count advertisers running now rather than businesses that exist. Pasadena will be crowded. The rest of the cluster generally is not.
Run every search again in Spanish, Chinese and Armenian
The single highest-return twenty minutes on this page. Compare advertiser counts against the English equivalents city by city, then check the few competitors running non-English creative to see where the click lands.
Our expectation is that most send non-English traffic to an English page with English-only intake. If that holds, the whole funnel in those languages is unclaimed rather than merely cheap.
Size it from the Census language spoken at home table rather than from assumption, and use that measure only. Language spoken at home and race or ancestry are different measures answering different questions, and the one you need is the language question. Which language a household would rather be sold in, read a landing page in and be called back in is a language fact. Building the targeting on ancestry instead produces worse segments and worse advertising, and it is not the thing you are actually trying to find out.
Check who is quoting the historic districts correctly
Search competitor Pasadena creative and landing copy for how they handle historic parcels. Most will either avoid the subject or state the visibility rule as an absolute. Both are openings, because the statutory exemption route is a real answer to a homeowner who has been told no.

Where the volume actually is
Four campaigns, not one
-
Non-English campaigns, end to end
Spanish in El Monte and West Covina, Chinese in Arcadia and Diamond Bar, Armenian in Glendale. Cheaper clicks, thinner competition, and almost nobody carries the language through to the landing page, the form and the person who answers. Do that and you own the segment rather than renting it.

Historic parcel design strategy
Pasadena, and to a lesser extent the older parts of Glendale and Arcadia. Aimed at owners who have been told their designation blocks them. Lead with the exemption unit route and the conversion route, both of which sidestep the visibility test entirely.
-
Rebuild support
Families whose primary home was destroyed and who can now occupy a permitted ADU while the main house is rebuilt. Most of this sits in county jurisdiction rather than city. Sell process competence and licensing, quietly and without urgency language. This segment has already seen enough predatory marketing.
-
Conversions at volume
El Monte and West Covina garages and older Glendale flats. Modest contracts, quick decisions, and the highest enquiry volume in the cluster. It keeps the crew loaded between the larger Pasadena and Arcadia jobs.

San Gabriel Valley questions
Straight answers
Can my customer build an ADU on a Pasadena historic property?
Yes. Designation does not remove the right to an ADU, and the preservation body cannot prevent one being built. What it can do is influence exterior design where the unit is visible from the public right of way.
The detail worth knowing is that the local visibility rule attaches to non-exemption units. The statute defines a class of exemption unit, broadly the 800 square foot detached unit at 4 foot setbacks and conversions within existing permitted space, on which a city cannot impose standards beyond the statute. Design to that and the visibility test does not apply. Confirm the current ordinance text before relying on it, because Pasadena has been amending actively.
What does the fire rebuild rule actually let a builder offer?
Normally an ADU cannot be occupied before the main house has a certificate of occupancy. An urgency statute effective October 2025 changes that where the property sits in a county under a qualifying emergency declaration, the primary residence was damaged or destroyed, and the ADU is permitted and has passed inspection. In that case the unit can be occupied while the main house is still being built or even still being designed.
Practically, that means the ADU can be the first structure back on the lot. It is a genuinely useful thing to be able to explain. It is also a conversation to have plainly and without pressure, because the people in it have lost their homes.
Is non-English advertising really worth the setup?
In this cluster it is the single highest-return change available. Three substantial language markets sit inside six cities, and the auctions are consistently thinner than the English equivalents.
The condition is that it has to run end to end. A Spanish ad pointing at an English landing page with an English-only intake converts badly and teaches you the wrong lesson about the segment. Ad, page, form and the person who answers the phone all have to match, or do not start.
Why does Altadena work differently from Pasadena?
Because it is unincorporated county rather than a city. Permits file with the county on the county's process, against county design standards and the county's own catalogue of pre-approved rebuild plans, none of which come from Pasadena.
It belongs in your intake script as a question about the parcel rather than an assumption from the mailing address. Getting it wrong costs weeks in front of customers who have already lost a great deal of time.
Pasadena keeps changing its ordinance. How do I quote anything?
Quote the state floor with confidence and the local layer with a date. The state standards are stable within a year and preempt most local variation. The Pasadena specifics have moved repeatedly: a comprehensive ordinance in 2024, state findings against it in early 2025, corrective amendments in January 2026, and another reading in mid 2026.
Practically, put a verified date on any local claim in your marketing and re-check quarterly. Builders who do this look careful. Builders who quote a number from two years ago get corrected by the homeowner.
Do you work with more than one ADU builder in the San Gabriel Valley?
No. One builder per cluster. Two clients here would mean bidding one budget against another and splitting the same enquiries between them.
If this market is taken when you call, we will tell you on the first call rather than after the invoice. Speed matters more than most builders expect in this category, and the missed-call calculator puts a year's number on the enquiries that go unanswered.
