Landscape design-buildmarketing for theInland Empire
Every other market in this practice is shrinking. This one is not — nearly sixteen thousand homes were permitted across the two counties last year, and each one arrives with a bare yard and a homeowner who has about eighteen months of appetite. Your customer here is a moment, not a place. Part of our wider landscape design-build marketing practice.

The problem with this cluster
It's the only one
still getting bigger
That sounds like unambiguous good news. It is not, quite — a growing market rewards a completely different marketing motion from a settled one, and most firms here run the settled one out of habit.

Source: U.S. Census Bureau QuickFacts, American Community Survey 2020–2024 five-year estimates, with 2025 building permits and 2025 population estimates. Accessed August 2026. This is the only regional in the practice built on county rather than city figures, because building permits are not published below county level — and the permit count is the argument. Re-pull it annually.
Values run lower here — $557,300 in Riverside County and $505,000 in San Bernardino, against $1.4 million in Arcadia — but owner-occupancy is far higher and the households are bigger at 3.15 and 3.20 people. Large families, own their homes, big lots, and a yard that arrived as a rectangle of dirt.
The window is the whole thing. A household that moved in last month is a live prospect. The same household three years on has done it themselves, done nothing, or hired whoever happened to be in front of them at month six. Nothing about the address changed; the moment passed.

How much of the
new supply do you see?
New homes in your service area become design-build customers at a fairly predictable rate. This works out how many that is, how many you are currently in front of, and what the rest is worth.
Your service area
For scale: 15,937 homes were permitted across both counties in 2025. Put in your own slice of that. Nothing is stored or sent.
What the window holds
- Projects you are leaving on the table
- 56Worth $3,227,213 a year at your project value
- New buyers each month
- 18
- Projects you win from them now
- 4.8
- Cost to reach the rest
- $75,514
- Return on that spend
- 42.7×
About 216 design-build buyers are created in your area each year — 18 a month, arriving continuously. You are in front of 8% of them and win 4.8 projects. Reaching the other 199 would cost about $75,514 in consultations against $3,227,213 of project revenue. You could not build all of it. The question is which slice you can.
That last point is not a caveat, it is the plan: this is a ceiling, not a forecast, and the useful exercise is deciding how much of it your crews could actually absorb next year. For what a consultation should cost against this project value, use the max cost per lead calculator or read what design-build leads cost.
The account
Four things we do
differently here
01
Advertise to the tract, from the day it opens
New communities go up on a schedule that is public months in advance. A campaign that switches on when the first residents take delivery reaches people at the exact point the back yard is dirt and the mortgage conversation is fresh.
Waiting for them to search means arriving in month nine, behind whoever knocked in month two.
02
Sell the phase, not the project
A household that just took on a new mortgage rarely has $58,000 spare, which is why so many of these yards stay dirt for years. A phased plan — full design now, hardscape this year, planting and lighting next — converts a no into a yes and a smaller first job into a relationship.
It also front-loads the design fee, which is the part most firms give away.
03
Work the street, not the map
Nowhere else in this practice do prospects live this close together. A cul-de-sac of forty homes delivered in the same quarter is forty households facing the same problem at the same time, watching each other.
One finished yard on that street is worth more than a month of impressions. Route density and referral both come nearly free here, and almost nobody engineers for it.
04
Be first, not best
In a window market the firm that answers on the first ring wins a disproportionate share, because the homeowner is not comparison-shopping a considered purchase yet — they are finding out whether this is even possible.
The missed call calculator prices that at your numbers, and the intake flow has to sort the phased buyers from the ready ones, which is the argument in qualifying design-build leads.
The competitive field
Everyone waiting to be searched for
The IE field is large, competitive on price, and almost entirely reactive — portfolio, form, and a wait for the homeowner to go looking. In a market where the buyer is defined by a moment rather than an address, being findable is not the same as being early, and early is the whole advantage.
Before we quote anything we pull the live field and the real click prices at your terms. A day's work, free with the strategy call. The marketing scorecard takes twelve questions and no email address.
Build note — competitor teardown slot. Screenshots from Meta Ad Library and the Google Ads Transparency Center. What to look for: is anyone geo-targeting specific new communities, or advertising a phased or financed option? Both are the obvious moves here and both are usually absent.
Build note — geo CPC slot. Keyword Planner range for the cluster. Clicks should come cheaper here than anywhere else in the practice on lower ticket values — worth confirming, because it changes what the max CPL maths allows.
Common questions
Answers for
IE firms
Aren't the tickets here too small to be worth chasing?
Smaller than the coast, yes. But owner-occupancy runs at 69.1% in Riverside County against 42.5% in Pasadena, households are larger, lots are bigger, and the volume of live buyers is something no settled market can offer at any price.
The firms that struggle here are the ones running a coastal cost base against an inland ticket. Match the operating model to the market and the arithmetic works.
Is chasing new builds better than chasing existing homes?
No — and the calculator makes that clear if you read it properly. There are 954,879 owner-occupied households across the two counties and only about sixteen thousand new homes a year. The standing stock is where most of your revenue will always come from.
The new supply is worth disproportionate attention because the intent is already switched on. It is a high-yield seam inside a much larger market, not a replacement for it.
Which parts of the Inland Empire do you cover?
The developed western and southern IE: Riverside, Corona, Eastvale, Jurupa Valley, Moreno Valley, Temecula, Murrieta, Menifee, Rancho Cucamonga, Ontario, Chino Hills, Fontana, Redlands and Rialto. The high desert and the far eastern county are different markets with different economics. Coachella Valley is its own page.

We will size the new-mover pipeline in your actual service radius, map which communities are delivering in the next twelve months, and work out what a phased offer would do to your close rate. Take the plan and run it yourself if you'd rather.
