Four cities, and the economics between two of them differ by more than three times. One blended number cannot describe this market.

The short version. Santa Ana, Irvine, Huntington Beach and Newport Beach sit in one cluster and behave like separate markets. Volume and urgency at one end, matter values and long relationships at the other.

The law firm marketing overview argues for measuring cost per signed case rather than cost per lead. This cluster is where a single cost-per-case figure still is not enough, because averaging across it conceals two different businesses running inside one account.

Two cities, twelve miles apart

The average describesneither of them

US Census Bureau QuickFacts, two cities in this cluster
  Santa Ana Newport Beach
Population 315,586 81,977
Median household income $93,999 $156,867
Per capita income $30,222 $112,622
Persons per household 3.81 2.19
Median home value $713,000 $2,000,000 or more
Aged 65 and over 11.4% 24.2%
Speaks a language other than English at home 77.6% 19.0%

Source: US Census Bureau QuickFacts. Population is a July 2025 estimate; income, housing, age and language are American Community Survey 2020 to 2024 five-year estimates. Both cities are on the same vintage, so these are directly comparable. The Newport Beach home value is shown the way the Census reports it: the estimate is top-coded, meaning it hits the ceiling of the published range rather than being measured. Treat it as a floor. Anyone quoting it as a precise figure has not read the footnote.

Now look at the two income rows together, because the gap between them is the point.

Gap on median household income
1.7x
Gap on per capita income
3.7x

Same two cities, same source, same year. The household figure understates the gap by more than half, because a Santa Ana household holds 3.81 people and a Newport Beach household holds 2.19. Household income divides across very different numbers of people.

Pick the wrong measure and you will misjudge what a client here can pay by a factor of two. Then you will build a budget on it.

Irvine and Huntington Beach sit between those two poles and neither is the average of them. Which is the whole argument: there is no representative city in this cluster, so there is no representative case value either.

What that does to your reporting

One number,two businesses

A firm here running one account across the cluster will produce one cost per signed case, and it will be a blend of a higher-volume, lower-value practice and a lower-volume, higher-value one. The blend looks acceptable while both halves quietly underperform, because the strong half subsidizes the weak one and nothing in the report shows you which is which.

The fix is unglamorous and takes about a day. Segment the reporting by matter value band before you segment anything else, then look at cost per signed case inside each band rather than across them. Most firms discover one band is carrying the account and the other has been losing money for a year.

The operational consequences follow from that. High-volume work needs speed, coverage and intake capacity. High-value work needs credibility, patience and content that survives a long consideration period. Those are different landing pages, different bids and, frequently, different people answering the phone. Run the arithmetic on the cost per signed case guide and set separate ceilings for each band with the max CPL calculator rather than one ceiling for the cluster.

What an engagement looks like here

Split the accountbefore optimizing it

We start by separating the account into value bands and rebuilding the reporting so each one has its own cost per signed case. Only then does optimization mean anything, because until that point every change is being judged against a number that averages two unrelated outcomes.

Then the usual sequence, applied twice. Measure the full path from inquiry to signed case in each band, fix intake before increasing spend, and keep the copy for the two ends genuinely separate. Everything is reviewed against the California Rules of Professional Conduct before it runs; the advertising rules guide sets out what Rules 7.1 to 7.5 allow a California firm to say.

Questions from firms in this market

Straightanswers

Should we just pick one end of the cluster?

Often yes, and it is the cleaner answer for a smaller firm. Serving both ends properly means running what amounts to two practices, with different intake rhythms and different sales cycles, and most firms are not staffed for that.

If you do serve both, the requirement is separate reporting rather than separate offices. What you cannot do is serve both and measure them as one, which is the situation almost every firm we look at here is already in without realizing it.

Why use per capita income instead of household income?

Because household size differs so much between these cities that the household figure flatters the comparison. A household of 3.81 and a household of 2.19 earning the same money are not in the same position, and a client's ability to fund a matter tracks closer to the per person figure than the household one.

Neither number is wrong. The mistake is picking one without noticing the other exists, which in this cluster shifts the apparent gap from 1.7 times to 3.7 times. Both are in the table above so you can see the difference for yourself.

What does top-coded mean on the Newport Beach home value?

The Census publishes median home value within a bounded range, and Newport Beach exceeds the top of it. So the figure reported is the ceiling of the range rather than an actual measured median, which is why we have written it as a floor rather than a number.

It matters because you cannot do arithmetic with it. Any ratio calculated against that figure understates the real difference by an unknown amount. We would rather show you the limitation than quietly compute through it, which is what most published market summaries do.
